长期以来，数学、物理、化学、计算机等一系列理科类奥林匹克竞赛为高校选拔具有理科特殊才能的优秀学生做出了极大贡献，它们作为新时期我国招生工作的探索和实践，得到了全社会的广泛认可。然而，此类选拔特殊人才的活动，在文科方面却是一个空白。在中国越来越迈向国际化的今天，英语作为运用最广的世界性语言，它的重要性已经深入到各个领域，具有良好英语素质的各类人才，将在未来的世界性的竞争中发挥出巨大的作用。因此，旨在推进素质教育，培养创新人才，改变以高考分数为惟一选才标准模式，探索多元选拔优秀人才的机制，为在英语方面学有专长的同学提供了一个向高校展示自己才能的“全国创新英语作文大赛”便应势而生了。
“全国创新英语作文大赛”由教育部高校学生司指导、中国高校招生研究会主办的《高校招生》杂志社与北京大学、清华大学、北京师范大学等多所名牌高校联合举办，自起开始举办。
为了更深一步和世界接轨，更深一步提高学生的英语技能，从第八届开始，大赛在初赛阶段增加了听力项目，复赛阶段增加了口语项目，更加全面的考察才赛选手的英语能力，促进考生英语水平的全面提高。并正式更名为“全国创新英语大赛”。
在各省招生主管部门、各高校、中学的大力支持下，大赛已成功举办了九届，为高校成功推荐了近千名有英语特长的优秀学生，这些英语特长生通过大赛所搭建的捷径，享受了高考加分、降分等不同程度的优惠条件进入了自己心仪的名牌高校，在全国中学生中掀起了参赛的热潮和英语写作的热情，成为了中学生期待和喜爱的一项传统赛事。大赛也以其权威性、公正性得到了高校、中学和社会各界的充分肯定和认同。
第一届大赛
首届大赛于201月启动。有11所知名高校参加，参赛考生986人，其中212名考生进入复赛。但由于“非典”的缘故，原定在北京举办的复赛被迫中止。
第二届大赛
第二届全国创新英语作文大赛于年11月初启动。由于大赛的宗旨得到越来越多高校的认可，第二届大赛的参加高校多达39所。复赛于1月31日在北京师范大学举行，决出 100名优胜者。优胜者名单于第二日在北京师范大学张榜公布，同时举办了小型招生咨询会，由部分参与大赛的高校为优胜者现场解答问题。部分优胜者在同一天报名参加北京师范大学自主招生测试。
第三届大赛
第三届大赛于月启动。参加高校与第二届基本相同。吸取前两届大赛的经验，大赛在择优规则上进行了调整：确定了30%的择优比例，即在初赛有效答卷中选择成绩排列在前30%进入复赛，在复赛后，再取成绩排在前30%的考生成为优胜者。这一调整避免了参赛人数的多寡对优胜者质量的影响，更加灵活而公平。复赛于2月18日在北京林业大学举行，经过评选，决出164名优胜者(按比例应为162人，因最后一名共有5人成绩并列，故最后优胜者为164人)。
第四届大赛
由于第四届大赛之前几届大赛的复赛均在寒假期间举办，与部分高校自主招生测试时间有所冲突，给获奖学生参加相关学校自主招生测试带来了矛盾，且春运期间学生赴京参赛购票困难，很大程度上影响了学生参赛。因此，从服务学生的角度出发，第四届大赛开始，大赛的周期改为每年3月～8月，复赛在8月举行。大赛时间的改变得到了考生和家长的一致好评。复赛于208月25日在北京林业大学举办。按照大赛规则，选出107名优胜者。
第五届大赛
第五届大赛于3月20日启动。参加大赛高校34所，均为自主招生高校。复赛于208月26日在北京林业大学举办。共选出111名优胜者。
第六届大赛
第六届大赛于4月10日启动。参加大赛高校38所，均为自主招生高校。复赛于208月25日在北京林业大学举办。共选出142名优胜者。
第七届大赛
第七届大赛于4月10日启动。复赛于208月24日在北京林业大学举办。共选出127名优胜者。
第八届大赛
第八届大赛于204月10日启动。复赛于年9月13日在北京金码大厦举行，最终122名考生获得优胜奖。
第九届大赛
[1]第九届大赛于2010月4月15日启动。复赛于7月10日举行，最终553名考生获得优胜奖。并首次增加了决赛，通过决赛的夏令营和总决选的晚会产生赛事的冠、亚季军。
操作程序
初赛试题的`命制
大赛有成文的初赛试题命制原则，对命题教师的资格、命题范围、难度、试题的采用、公布过程都有明确的规定。题目的科学性是确保大赛成绩的基础和关键。
初赛答卷的征集和整理
初赛有明确的考试期限，网上听力考试为了力主公正，每个学生的考试将由系统全程监控，考题由系统随机抽取，考试结束成绩由系统给出。同时对作文答卷卷面也有一定的格式要求。截稿后，答卷经过整理和覆名处理后，装订成册后方可提交评审。
初赛评审程序
听力考试的成绩由系统自动生成，初赛作文有一套严格的评审程序，对与初赛有关的各个细节都有明确规定：如评审地点的确定、评审指导小组及指导小组负责人的产生办法、评审成员(高校和中学英语骨干教师)的资格和数量、评审组分组办法、标准培训及试评程序、评卷原则、登分办法、评卷交接程序、复议程序等都有详细规定。在评审过程中组委会严格执行评审程序，坚持“一把尺子量到底”，力保评审工作的客观、真实、公平和公正。
确定复赛名单
复赛名单根据大赛择优规定产生，名单一经确定即将复赛通知同时发布在大赛官方网站“创新英语网”，并在中国著名教育网站搜学网、新浪考试频道等发布，并随即刊登在最近一期《高校招生》杂志上，供学生、家长查询和监督。
复赛试题的命制和采用
复赛试题命制原则同样对命题教师的资格、命题范围、难度、试题的采用、公布过程都有明确的规定。与初赛命题不同的是，为了确保复赛试题的保密性，组委会同时向3～5所高校征集大赛试题以组成题库，所征集的试题由命题老师装袋密封并签章，交大赛组委会工作人员保存于保险箱内。复赛开赛前半小时，在公证处确认这3～5套试题袋密封完好以后，由学生代表或组织学生参赛的中学教师代表当众随机抽取一套，作为当届大赛复赛试题。
复赛赛场组织
集中进行的复赛必须有严格的要求和标准才能确保大赛井然有序，才能提供给每位学生一个良好的、公平的竞争环境。因此，复赛各个环节的时间安排都有明确的规定，如何时抽取试题、何时复制试题、考生进场时间、答卷时间、交卷时间都作了严格的限定。同时，大赛通过“监考须知”、“考场须知”、“考场记录表”等规定对考场纪律、规程做出了严格要求。考场的布置、监考人员的设置等均参照高考同类标准执行。
复赛试卷的收集和密封
收回试卷的程序执行高考相关要求。由于复赛答卷纸参照高考答卷纸格式设计，因此确保了答卷密封质量。密封答卷同样采用高考试卷的密封方式。经过密封和编号后的答卷方可交给复赛评审组评审。
复赛评审程序
复赛评审程序和要求基本与初赛相同，但评审组不再有中学老师参加，均为参与高校英语学科在职专家或教师。评审指导小组负责按照评审程序组织评审工作。每一份试卷必须经两位评卷教师评审，取其平均分作为该份试卷的得分。如果两位评卷教师的评分差距超过了规定的分值，则交至评审指导小组组长评审，其评分为该份试卷的最终得分。这一措施有效地保证了评卷质量。
产生优胜者名单
评审结束后公证处工作人员当场登记分数并对成绩进行排序，按照择优规则选取优胜者。名单当场确定，并交公证处存档。
后续工作
复赛结束后还有相当多的后续工作。组委会向优胜者发出证书的同时，随信寄给优胜者一封信，详细告知优胜者享受参加高校录取优惠条件的程序和注意事项，并附“高考信息表”一份，供优胜者在高考志愿确定后，将填报志愿情况反馈给组委会，以便组委会及时将反馈信息表传递给相关高校。
公证和公示制度
为了确保大赛各个环节公平、公正、公开，大赛组委会在复赛阶段聘请了北京公证处公证员为大赛作全程公证。查验试题袋、随机抽取试题、复制试题、监考、答卷密封与装订、评审、登分、排序、产生优胜者名单等全过程均由公证处现场监督。评卷原始记录和优胜者名单当场由公证处拷贝存档。
大赛坚持每个阶段操作公开、透明。首先，我们在《高校招生》杂志和大赛官方网站“创新英语网”公示了了参与高校给予大赛优胜者的录取优惠条件，让学生充分了解高校的招生政策和注意事项。其次，我们在《高校招生》杂志和官方网站和几大教育门户网站上公示了复赛名单、优胜者名单和录取名单，公开接受社会监督，以确保大赛结果的真实性和严肃性。同时也为高校挑选高素质、高质量的优秀学生奠定了坚实的基础。大赛连续三届在北京林业大学举办，北京林业大学招办主任张闯亲自参与了这两届大赛组织的全过程，他非常感慨的说：大赛组织得很好，让高校很放心，通过这样的大赛选出来的学生我们是满意的。

With the tool of OpenGL and Matlab, I designed a simulation program for transportation scheduling system. It is now widely used by different research groups in NUST. I assumed and fulfilled a sewage analysis & dispose project for Nanjing sewage treatment plant. This was my first practice to convert a laboratory idea to a commercial product.In retrospect, I find myself standing on a solid basis in both theory and experience, which has prepared me for the Ph.D. program. My future research interests include: Network Scheduling Problem, Heuristic Algorithm research (especially in GA and Neural network), Supply chain network research, Hybrid system performance analysis with Petri nets and Data Mining.
