If there are impurities in the air, they may be absorbed by our bodies and make us ill. We need clean air, but unfortunately , air pollution is globally present , especially in cities.

Many large cities are anything but pollution-free. Our cities have many factories, which we need to make food, clothing and other things. Every year these factories pour millions upon millions of tons of smog into air. Power plants and houses that burn coal add greatly to air pollution. Besides , there are more cars in cities now. Once out on the streets, they will take in fresh air and replace it with poisonous gases.

Our country is trying hard to prevent and control air pollution. As long as every citizen also realizes its importance and makes join efforts, the day will come soon when people will take in only clean air. Then , the sunlight will no longer be blackened out by smoke and soot.

When the holiday coming, many people will travel to other famous place to relax by planes or trains, which is the result of urbanization. It provides convenience and relaxation to people and make people's life fill with various entertainment. If we hinder the development of urbanization on purpose, our daily life will become inconvenient and boring without these advanced products.

On the other hand, environmental pollution, such as wastewater and exhaust gas, is the matter of necessity of urbanization. It is obvious that industry can result in much pollution, which can harm city dwellers'

health significantly and cause various illness to them. For example, the factory of producing computers will produce more wastage with producing machines. The wastage can be wastewater discharge or exhaust gas emission, which definitely can lead to pollute environment. The wastewater can pollute the river, which means that it can kill all kinds of animals that live in the river. Exhaust gas not only indicates the gas from factory, but the gas from cars. With the increase numbers of cars in the city, the exhaust gas has became a serious problem. They are the main reason for air pollution, which can result in acid rain and global warming. In power plants and combined heat and power plants, fossil fuel combustion results in emitting to the atmosphere first of all SO 2, NO x, CO, particulate matter, greenhouse gases for instance N 2 O and CO 2 (Eugeniusz Mokrzycki, ). It is true that urbanization will harm environment.

While, I do believe that we can keep a balance between develop urbanization and protect environment. First, manufacturers should have a strong awareness of protecting environment. It is an effective way to solve problem from the source. If they pay more attention to environment rather than making more profit, they can take some measures to reduce or eliminate the pollution after producing products. What's more, I think governments can do some contribution to environment, which means that they can commit more funds to industries so that they can solve the pollution problems further. Governments can also enact a law that factories have to deal with their wastage in a reasonable and they can check some industries' implementation of the results randomly. I think this system with supervision can be an efficient way to prevent environmental

pollution. Increased regulatory attention in controlling pollutants has encouraged the development of water quality trading programs over the past several decades. These trading programs could provide the mechanisms to cost‐effectively achieve water quality objectives (Juliana Corrales,

2013). Besides, We can see that starting to implement a policy that drivers can not drive every day but in some special day or time due to their cars' numbers in China, which indicates that governments have already done something meaningful to protect environment. In my opinion, developing urbanization and protecting environment, we can do them both.

Urbanization can enrich our life and make our life more convenient, but we can not ignore environment. We have to balance them in a suitable way so that we can promote urbanization and make environment better because environment is important for human's sustainable development.

创建国家卫生城市是一项利国利民的工程，也是一项艰巨而复杂的工程，难度大，任务重，历时长。前段时间，我市顺利通过了国家的暗访和省的复检，进入迎接国家的技术评估验收阶段，目前，在行政强力推进，全民总动员的情况下，创卫工作取得了阶段性的成效。为了更好的打造品质活力xxxxx，建设美丽城市家园，xxxxx市正在积极创建国家卫生城市，今年7月份，xxxxx市人民政府在湖南省政府门户网站开展了xxxxx市创建国家卫生城市问卷调查，并形成了分析报告。现将有关情况报告如下：

一、问卷调查的基本情况

问卷围绕调查参与者的基本情况、对xxxxx市创建国家卫生城市了解情况、以及你对居住的环境卫生改善是否满意、我市在创卫过程中急需解决的问题有那些、对政府及职能部门工作改进等方面的意见和建议等7个方面设计了17道题目，其中包括16道客观题和1道主观题。在省政府门户网上采取问卷调查方法，从xxxxx4年7月28日xxxxx4年10月28日，历时两个月，共有532人次参加网上调查。

二、问卷调查数据的综合分析

参与调查的网民基本情况性别一项中，男性占78%，女性占22%，在年龄结构中，1944岁占76%，4559岁占18%，18岁以下跟60以上分别占4%和3%，在职业一项中，党政机关工作人员20%，事业单位工作人员11%，企业工作人员36%，进城务工人员14%，待业人员4%，离退休人员3%，在校学生3%，其他情况占9%。

对参与者是否知道xxxxx市正在开展国家卫生城市创建活动的情况，其中82%的市民是知道的，8%的市民有所了解，只有8%的市民不知道，还有2%的市民根本不关心。对于参与者最早知道的途经方式，61%的人是通过市政府或有关部门组织的宣传活动，19%的人是通过电视、广播、报刊等媒体宣传，12%的人是通过同事或朋友的介绍，还有8%的人是通过公园、绿地、广场等公共场所的宣传栏。

参与者对自从xxxxx市创建国家卫生城市以来，城市整体面貌变好了的情况反馈，其中42%的市民觉得有明显改善，34%的市民认为有一些改善，12%的市民认为几乎没有变化，还有11%的市民认为比以前更差。

参与者对xxxxx市大街小巷的环境卫生、垃圾处理满意程度的.调查，30%的市民持满意，19%的市民比较满意，28%的市民认为一般，23%的市民持不满意;对xxxxx市的空气质量是满意程度调查，35%的市民持满意，23%的市民比较满意，16%的市民认为一般，26%的市民持不满意;对居住的小区卫生、保洁等感到满意程度的调查，33%的市民持满意，15%的市民比较满意，23%的市民认为一般，29%的市民持不满意;对城管监察人员的执法行为满意程度的调查，24%的市民持满意，11%的市民比较满意，25%的市民认为一般，39%的市民持不满意。

参与者对xxxxx市卫生管理部门对乱扔垃圾、乱摆小摊等违法行为，处理是否及时的情况，其中28%的市民认为处理的非常及时，20%的市民认为处理比较及时，27%的市民认为一般，还有26%的市民认为处理不及时;对政府禁止沿街叫卖，取缔未经批准的沿街的商贩摊点的观点，其中57%的市民非常赞成，10%的市民赞成，22%的市民没意见，11%的市民不赞成。

参与者对我市不文明现象较严重的有哪些情况，其中24%的市民认为是随地吐痰，18%的市民认为乱丢垃圾，15%的市民认为垃圾丢弃不分类，16%的市民认为乱贴广告，15%的市民认为乱贴广告，还有11%的市民认为公厕卫生。

参与者对我市在创卫过程中急需解决问题的情况调查，其中32%的市民认为是餐饮行业卫生，15%的市民认为是娱乐休闲场所卫生，13%的市民认为是购物场所卫生，24%的市民认为是居民区卫生，还有15%的市民认为是其它方面的卫生。

参与者对创建卫生城市应从什么途径进行的情况调查，其中39%的市民认为政府出台有关政策，18%的市民认为城管部门加大执法力度，31%的市民认为提高市民坏保意识，还有13%的市民认为是其它方面。

三、意见和建议

(一)加强宣传，树立创卫长期作战的思想。创建难，巩固更难，难在城市卫生动态性强，反复性高。因此，要进一步强化广大干部群众创卫只有起点没有终点的意识，要将创卫与城市经济社会发展紧密结合起来，以群众满意为标准履行职能，从促进城市管理的高度去思考创卫工作，坚持高起点、高标准，持之以恒不断把城市卫生各项工作推向新高度。同时，通过各种途径加强常态化宣传，不断提高居民的思想觉悟和道德素质，提高居民公共卫生意识。特别是XX政府公众网、XX日报社、电视台、广播电台等新闻媒体、官方网络要充分发挥媒体的监督作用，开设城市卫生管理专题、专栏，大力宣传中心城区国家卫生城市长效管理规定，展示城市卫生管理新亮点，曝光不文明行为，营造良好的舆论环境。

(二)明晰责任，建立健全部门联动机制。坚持政府组织、地方负责、部门协调、群众动手、科学治理、社会监督的原则，进一步明确市、区各部门各单位在创卫长效管理工作中的职责，形成决策考核以市为主、组织实施以区为主、日常检查以行业主管部门为主、市民自治以街道社区为主的两级政府、三级管理、四级网络的创卫长效管理组织体系。同时，充分发挥联创联建、市民自治机制的作用，发动和引导广大市民增强社会公德和文明卫生意识，形成全民支持、全民参与、全民监督的创卫长效管理工作格局。严格按照《国家卫生城市标准》，进一步明确部门职责和协调合作机制，完善城市卫生综合治理工作制度，推进城市卫生管理规范化、制度化、法制化，以顺利通过全国爱卫会每三年一轮的创卫工作复审，全力打造生态宜居城市。

(三)细化管理，落实具体工作责任。一是落实城区清扫保洁责任。区城镇执法局全面接手市城市综合管理局下放的职能后，今年重新进行城区环卫服务项目招标，新的环卫公司和各街道、社区将是城市清扫保洁工作的责任主体。环卫公司负责主次干道和有人行道的小街小巷清扫保洁任务，街道负责辖区内没有人行道的小街小巷保洁工作。今后责任单位要严格按照规定线路、频率和标准，全方位、全覆盖、不留盲点、死角地做好清扫保洁、垃圾清运和道路冲洗工作。二是规范居民区保洁管理。按照属地管理的原则，居民区的保洁工作由所在街道、社区负责，有物业管理的住宅小区清扫保洁工作由物业管理公司负责，社区负责督促;未实行物业管理的住宅小区及其它居民区由所在街道、社区落实清扫保洁。各街道、社区要加强居民区保洁工作的管理，建议每月开展一次卫生检查评比，并将结果公示。三是强化门前三包和门内达标制度。坚持环境卫生每日小扫除、每周大扫除的卫生制度，各街道、社区负责督查辖区内各单位门前三包、门内达标工作，并将督查结果公示。区城镇执法局负责临街店面门前三包的落实和监管，凡不履行门前三包责任的，要予以相应处罚。

(四)加强监督，健全城市卫生管理工作的奖惩机制。市、区各部门各单位主要负责人为巩固国家卫生城市成果的第一责任人，要高度重视国家卫生城市长效管理工作，将其列入重要议事日程和办事日程，根据所分解的任务和标准要求，制定本系统、本单位的具体实施办法，切实抓好落实。对中心城区各部门各单位创卫长效管理工作进行量化考核，考核结果作为市、区政府评价各部门各单位全年工作的重要依据。对在创卫长效管理工作中作出突出贡献的单位和个人要予以表彰。对履行职责不到位而影响中心城区城市卫生管理工作的单位和个人，取消其年终评先评优资格;情节严重的，予以通报批评，并追究相关责任。还要充分发挥社会监督、群众监督和新闻舆论监督的作用，通过实行政务公开、市民投诉、新闻舆论曝光等方式，对政府的城市管理工作和违反城市管理的行为实施有效的监督。充分利用电视、报刊、网络等新闻媒体，积极引导居民参与城市管理，强化市民的城市意识、文明意识和卫生意识教育，着力提高市民素质。通过宣传教育，不断增强人民群众自觉维护市容环境的责任感和使命感，逐步使市民形成自主管理、自我规范的良好习惯，共同参与城市管理的良好氛围。

我们第一个游览的景点是：虎丘。虎丘山是因整座山就像一支匍匐在地上的一头老虎。前面的一扇门是头，虎丘塔当然就是老虎的尾巴，就这个才得名的。虎丘是先有山后有寺的，苏州人怕虎丘山上的宝藏被强盗偷走，因此用一个寺将山包围在其中，虎丘山上是一片绿油油的树林，在树林中的每一棵树的枝头上都站立了几只小鸟，他们一唱一和，正在演艺着大自然进行曲，当然，虎丘塔还是这座山中最有名的了，它共有七层，整体来看向左倾斜。东吴的一个王就葬于此塔下，由于有一些强盗偷这个墓里面的东西，因此虎丘他被连烧了几次，正是因为几次大火才将塔保存到现在完好无损。

在之后我还游览了苏州的许多美丽的景点，有：水箱和太湖。这些景点都令我十分的难忘，特别是太湖。碧蓝碧蓝的水十分美丽，在湖中心的西山显得非常孤独。可他依然昂首挺胸，这也刚好映衬了一句话“白银盘里义青螺”。

这就是我眼前的'美丽苏州，再见了，苏州；再见了，太湖；再见了，苏州！

篇13：城市环境的调查报告

近年来，我国城市环境日益改善，农村污染问题却越来越严重。各种污染不仅威胁到了农村人口的健康，甚至通过水、大气污染和食品污染等渠道最终影响到城市人口。现将农村环境污染问题做如下报告：

一、现代化的农业生产造成了各类污染。

我国人多地少，土地资源的开发程度深，化肥、农药的施用成为提高土地产出的重要途径，加之化肥、农药使用量大的蔬菜生产发展迅猛，使得我国已成为世界上使用化肥、农药数量最大的国家。这两类污染在很多地区还直接破坏农业相关生态系统，对鱼类、两栖类、水禽、兽类的生存造成巨大的威胁。

二、由于小城镇和农村聚居点的基础设施建设和环境管理滞后产生的生活污染。

小城镇和农村聚居点的生活污染物因为基础设施的不完善以及具体管制的不健全，一般直接排入周边环境中，造成严重的脏乱差现象：每年产生的约为1.5亿吨的农村生活垃圾几乎全部露天堆放;每年产生的超过3000万吨的农村生活污水几乎全部直排，使农村聚居点周围的环境质量严重恶化。然而，在我国农村现代化进程发展较快的地区，这种基础设施建设不完善和环境管理落后于经济和城镇化发展水平的现象并没有随着经济水平的提高而得到改善，其对人群健康的威胁却在与日俱增。

三、乡镇企业布局不当、治理不够产生的工业污染。

受农村自然经济的深刻影响，农村工业化实际上是一种以低技术含量的粗放经营为特征、以牺牲环境为代价的工业化，村村点火、户户冒烟，不仅造成环境污染，加大了治理的困难，还导致污染危害直接影响到周边的自然生态环境。目前，我国乡镇企业废水和固体废物等主要污染物排放量已占工业污染物排放总量的一半以上，而且乡镇企业布局不合理，污染物处理率也显著低于工业污染物平均处理率。

由于我国农村污染治理体系尚未建立，环境污染不仅将迅速小污变大污，而且已经小污成大害，给作为弱势产业的农业和弱势群体的农民带来了显著的负面影响。为此，我们应当采取如下措施：

1、加强环境立法，建立健全农村环境管理机构，明确环境保护职责权限，形成环境监测和统计工作体系。我国目前的诸多环境法规，如《环境保～》、《水污染防治法》等，对农村环境管理和污染治理的具体困难考虑不够。

2、探索科学的治理模式，提高农村污染治理效率。农村的生活污染、乡镇企业污染以及集约化畜禽养殖场污染，不同于城市、工业企业的污染，不能简单的套用其污染治理模式，要在其治理模式上加以改革创新，以适应农村环境污染的治理，进而提高污染治理的成功率。

3、强化扶持力度，建立农村污染治理的市场化机制。政府应对农村和规模以上的企业污染治理，制定相应的优惠政策：如排污费返还使用，规模以上企业污染治理设施建设可以申请用财政资金对贷款贴息等。

4、政府要加大财政资金的支持力度。城乡分治使城市和农村间存在着严重的不公平现象。主要指城乡地区在获取资源、利益与承担环保责任上严重不协调。长期以来，国家把污染防治投资几乎全部投到工业和城市。城市环境污染向农村扩散，而农村从财政渠道却几乎得不到污染治理和环境管理能力建设资金，也难以申请到用于专项治理的排污费。
