一、xxxxx县城关商贸流通企业安全生产情况的概况
xxxxx县城关的主要商超3家集中在天马大街，即艾欣超市、广缘超市和旺购超市，2家集中在北大街，即家惠超市和东安超商；家电类主要流通企业有苏宁电器（xxxxx店）、秦皇岛天洋电器xxxxx分公司、星星电器、迎宾家电、秦皇岛骊城淀粉等等。
通过历年的安全检查文字记录和今年的现场检查都可以发现，我县商贸流通企业安全生产形势逐年好转，多数商贸流通企业能够很好的进行“三项制度”建设并持续改进；按照国家和省市安全部门和相关主管部门要求很好的进行防火防漏电、注意安全通道畅通、保持防火设备齐全并处于可用状态、防火分区合理、卷帘门运行良好、进行“四个能力“建设（1、检查消除火灾隐患能力；2、 扑救初级火灾能力； 3、 组织疏散逃生能力； 4、 消防宣传教育能力）。
二、xxxxx县城关商贸流通企业安全生产中存在的问题
1、从安全生产意识和形式辩证的看。
我县多数商贸流通企业具备良好的安全生产意识，但认识程度不一，有的商贸流通企业尚未认识到安全生产是可与企业产品质量、服务质量、战略营销相并列的重要课题，甚至是前置条件，仅仅是流于形式应付短期消防部门和主管部门检查。走访中发现，有1家商贸流通企业在“四个能力”挂图上没有使用最新挂图，没有跟上安全形式的最新发展，有1家商贸流通企业电力开关处在隐蔽角落，使得遇到安全问题不能最快最便捷的处理二次危险，有2家商贸流通企业安全通道和出口临时被商品摆放干扰等等，这样一种并非所有企业都重视安全生产的结构恰恰使得安全隐患在客观上还存在，安全生产形势虽有好转，但并没有彻底结束危险的状态。
2、从商贸流通企业自防自检和政府监管辩证看。
商贸流通企业在安全生产上具有主体责任，负责人更是具有直接的管理责任。在实地走访后发现，有的商贸流通企业自防自检还不到位，尤其具体体现在安全出口指引未始终处于工作状态、消火栓并未贴有最新消防标识、部分安全通道未保持良好畅通状态等等，总体而言，一些商贸流通企业在履行安全生产主体责任上还不够充分，这就使得自检自防依然有很大的改进空间。而政府监管则是检验商贸流通企业是不是很好的履行了主体责任，但是政府监管往往重突击性轻连续性，往往是重检查轻复查，往往是重观察记录少实践操作，往往是重履行监督轻与企业互动。这就使得商贸流通企业自防自检和政府监管协调性不强，有时候还存在企业和政府的博弈，不利于安全生产保持连续稳定性。
三、实现xxxxx县商贸流通企业持续安全生产的几点建议
1、坚持“预防为主、综合治理”的方针。所有的预防都是为了能够最大限度的减少事故发生的几率和最大限度的减轻危害发生时造成的损失。我县城关的商贸流通企业要始终坚持防备事故的发生，重在预防，只有如此才能保证我县商品流通的稳定性和连续性。随着经济社会的迅速发展和越来越复杂，单一的简单的治理模式针对事故的“威力”已经不再够大，必须利用一切现代的、科技的、复合的手段和方法，处理好安全事故防范，最大限度使我县商贸流通企业安全生产有最有力的抓手。
2、促进安全生产主体责任和政府监管无缝隙结合。商贸流通企业安全生产一定要紧紧依靠企业自身在预防思维、管理模式、安全培训、技术保障等多方面下大力气，商贸流通企业自身搞好安全生产是我县商贸流通流域安全生产落实好的最强劲力量，也一定是最大受益者。政府方面注重监管的形式要创新，保持监督的连续性，重视复查，防止商贸流通企业安全生产漏洞出现“死灰复燃”，坚持与企业实现良好互动，勤于沟通，实现安全生产主体责任和政府监管无缝隙结合，从体制机制上保障安全生产既具有给力的操作性又具有密封的保障性。
3、完善制度创新，开创安全生产新局面。好的制度是好的措施能够执行的有力保障，商贸流通领域的安全生产同样离不开好的制度保障。比如既要搞业务，又要搞安全的“一岗双责”，就很好的定位了管理层在安全生产中的导引作用，比如“四个能力”就很好的综合了“防灭救宣”的四位一体作用和安全消防链式的程序。这些都是曾经创造出来的很好的制度，很好的保障了安全生产在诸多领域的可操作性。但是商贸领域安全生产绝对不是一个封闭的体系，它在越来越发达的市场经济体系和社会高度分工的条件下，它尤其是一个需要自身努力和外界结合的新系统，在走访中我们发现自来水的供应意外也会导致消防栓失去作用的情况提醒我们，从某种意义上来说，制度创新来自政府管理，来自各个领域的整合，来自人的新思维。
