一、目的和原则
（一）、使学生接触社会、了解社会、关注社会，树立为他人和社会服务的责任感；增强学生创新精神和实践能力；培养学生适应环境、学会交往、承受挫折等综合能力；促进学生认知和行为的统一，提高教育工作的实效性。
（二）、坚持实事求是、因地制宜的原则，坚持科学性、实践性和创新性的原则。
（三）、坚持主体性原则：学生是参加社会实践活动的主体，在实践活动中应充分调动其积极性和主动性，激发学生主动探索、研究实际问题的兴趣，为学生自主发展提供广阔的空间、充足的时间和必备的条件。
（四）、坚持指导性原则：教师应教给学生参加实践活动的基本技能，引导学生把学校学到的知识应用到实践中，帮助学生正确分析实践活动中发现的问题，启发学生在实践中探索、鉴别、研究和发展。在实践活动中教师应对学生进行思想政治教育、品德教育、纪律教育、心理教育和法制教育。
（五）、坚持时代性原则：实践活动的内容要贴近学生生活，关注社会热点，把握时代脉搏，突出人文、科技、国防、环保等意识和创造能力的培养。
（六）、坚持安全性原则：保证学生在社会实践活动中的安全，是全社会的责任。学校在组织学生参加社会实践活动时，要制定切实可行的安全措施，指定专人负责。教师和家长（监护人）要教给学生自我保护方法，增强学生安全防范意识和自我保护能力。实践基地和单位在保证设施安全的基础上，向学生讲清与实践内容相关的操作程序，安全制度，培养学生安全生产和操作的意识。学生在实际活动中出现的安全问题，按教育部颁发的《学生伤害事故处理办法》的相关精神解决处理。
（七）、从实际出发，引导学生积极参加社会调查、志愿者服务和生产劳动等为主的社会实践活动。在实践中努力应用书本知识为农村和农业服务。
二、多渠道建立各种社会实践场所
（一）、在当地党委、政府的领导下，积极开发各种资源，为学生参加社会实践活动提供条件。要主动与学校所在地的工厂、农村、企事业单位和社区取得联系，通过多种形式，建立一个相对固定，便于学生开展活动的社会实践联系点。
（二）、要统筹规划，积极采取措施建立一个具有一定规模、管理规范的学生社会实践场所，并调整部分资金用于社会实践场所的建设和维护。
（三）、应根据实际情况，利用学校布局调整中调出的空地、校舍以及农村劳动实践基地的扩建改造，建立具有一定规模便于学生集中开展综合性活动的社会实践基地。在建设社会实践基地的同时要充分发挥青少年学生校外活动场所、爱国主义教育基地、学生德育教育基地的作用。
三、加强领导和管理
（一）、做好学生社会实践活动的组织工作，要把学生的社会实践活动作为必修内容列入教育教学计划，切实予以保障。学校要建立健全学生社会实践管理机构，并指定专人负责。政教处、教导处、总务处要各负其责，政教处重点抓学生社会实践的具体组织和指导，并会同教导处进行社会实践时间的统计和成绩的考核；教导处重点抓课时安排、时间保证和社会实践成绩的考核管理；总务处重点做好社会实践活动基地、单位的联系及其他条件保障。建立学生社会实践记载制度。将学生参加社会实践活动列入每个学期学业成绩考核项目。社会实践活动时间，一般每学年不少于14天。学生的社会实践活动包括社会调查（含参观访问）、公益劳动、国防教育、社区服务、科技文体活动等，以社区和基地为实践阵地；学校组织学生参加社会实践活动要切实保障师生的安全。
