(一)会议邀请函的含义
会议邀请函是专门用于邀请特定单位或人士参加会议，具有礼仪和告知双重作用的会议文书。

2.称呼。邀请函的发送对象有三类情况：
(1)发送到单位的邀请函，应当写单位名称。由于邀请函是一种礼仪性文书，称呼中要用单称的写法，不宜用泛称(统称)，以示礼貌和尊重。
(2)邀请函直接发给个人的，应当写个人姓名，前冠“尊敬的”敬语词，后缀“先生”、“女士”、“同志”等。
(3)网上或报刊上公开发布的邀请函，由于对象不确定，可省略称呼，或以“敬启者”统称。
3.正文。正文应逐项载明具体内容。开头部分写明举办会议的背景和目的，用“特邀请您出席(列席)”照应称呼，再用过渡句转入下文;主体部分可采用序号加小标题的形式写明具体事项;最后写明联系联络信息和联络方式。结尾处也可写“此致”，再换行顶格写“敬礼”，亦可省略。

二十一年前，中国政府根据邓小平先生提出的“一国两制”和平统一祖国的伟大构想，与英国政府开始了将近两年时间的历史性谈判，双方于1984年12月19日正式签署了《中英关于香港问题的联合声明》。根据联合声明，中华人民共和国政府自7月1日起，恢复对香港行使主权，自此，香港的历史翻开了新的一页。
中英联合声明签署之后，全国人民代表大会又于1990年4月批准了《中华人民共和国香港特别行政区基本法》。《基本法》对中央和香港特别行政区的关系、香港居民的基本权利和义务、香港的政治体制以及香港的经济、法律制度等都做出了明确规定，充分体现了“一国两制”的原则。《基本法》是保持香港长期繁荣稳定的根本大法。
香港回归六年多来，中央政府全面贯彻“一国两制”、“港人治港”、高度自治的方针，严格按照《基本法》办事，全力支持行政长官董建华先生领导的特区政府依法施政，全力支持和帮助香港特别行政区克服各种风险和困难。
