8月29日电 据美国《世界日报》报道,美国加州政府预算削减,导致加州州大系统 (Cal State University System)紧缩社区学院转学生名额,明年春季将只有十所州大分校愿意接受持有副学士学位的转学生。此举预料冲击加州数以万计的社区学院学生,正在准备转学的'学生忿忿不平地说“整个计划被打乱”。
加州州大系统表示,州政府陆续削减7亿5000万元州大预算,如果第30号增税提案无法在11月6日获得选民通过,州大预算将再被削减2亿5000万元。如果真如此,州大的州补助从以来已减少了近四成,州大实在无力吸收社区学院转学生。
社区学院因为能与四年制大学衔接,学费比公立大学低,全美有超过800万的社区学院学生。事实上,社区学院学生人数在美国高等教育所占份额比四年制大学学生还大。
社区学院转学申请人原来不一定得持有副学士学位,只要修习超过规定学分也能申请转学。所以学生都认为努力维持学业成绩,转入州大系统是十拿九稳的事,如今大门突然变窄,学生根本无所适从。
目前就读巴沙迪那社区学院周铭洁就是“受害人”之一。她得知消息时大吃一惊,因为她快修完转学所需学分,准备秋季申请加大,明春申请州大。
周铭洁主修会计,她说,虽然州大系统的会计系比加大系统多,但她的第一志愿是进入加大,“如今第二志愿都没了,顿时觉得前途茫茫”。
她表示,巴沙迪那社区学院本身因为预算削减而减少课程,她花了很多心思修学分。在上海长大的周铭洁认为,国际学生或像她一样需要加强英语的人无法在两年内念完社区学院,因为第一年全花在英语课上,毕业几乎都要三年,不难想见三年到了却无法转学对她冲击有多大。
另一名社区学院学生潘继轩注意到,这不仅损害本地学生的权益,“也会吓跑国际学生”。
潘继轩后年才要申请转学,而且也只打算申请加大系统,实际上不受到加大紧缩社区学院转学生名额的影响。他表示,不少国际学生是冲着低学费、好适应而念社区学院,这几年身边的各国学生确实越来越多,万一加大明春之后还继续这样的政策,肯定让人却步。

随着中国申请人数的`激增,美国大学越来越了解中国生源的质量,大多数大学在提高托福语言要求的同时,会安排第三方机构的委托面试和校友面试等招生环节,对于SAT考试成绩的要求也由之前的建议提供变为强制要求。
今年最重要的改革是申请作文题,不仅题目做了彻底调整,在字数上也做了严格限制;这样更加要求了学生的审题,写作与表达能力,而从题目来看,申请将更具有公平性。其次,在推荐表格中将更多问及申请者高中就读学校的详细情况,也希望通过同龄人、朋友、私人教练等的推荐,多角度地了解申请者;再者,申请表对社会活动部分也作了很大改变,更关注学生所参加的社会实践活动的深度。
签证政策方面,美国目前对于中国学生赴美的F类学生签证还是保持宽松的态势,面签时间预约系统投入使用,减少领区限制也一定程度上帮助了中国学生顺利获得赴美学生签证。

提前了解入读美国不同阶段的学校对于学生有哪方面的学术或者成绩上的要求,针对这些要求提前半年到两年的时间来准备,包括学校的学科成绩,托福/雅思,SAT,GRE,GMAT等语言成绩;最后要选择自己来申请还是委托机构申请要看自己所掌握的信息以及时间上是否足够,身边是否有经验丰富的人来指导和帮忙,选择机构办理就要详细了解机构的正规性,办理流程,机构可以做什么事情,家长和孩子分别需要做什么事情,负责办理留学这件事情的顾问老师们的工作态度和能力等。
